Not all phones supports cast feature. If your phone supports it, then under setting, you should see an option that is usually called "Cast" or "Mirror". Once you turned it on, you should be able to see the list of available device (in this case, your Phillips TV) where you can tap it to pair the two devices.

FYI, in order to cast, both the phone and the TV needs to support Miracast. Some TV that may have wifi built in may not necessary support it and hence you need need to find third solution, such as Roku, Chromecast, or other ways to cast from your phone to TV.

Adding a little bit additional information.

To cast, you also would need to make sure you have WiFi enabled on the phone and your TV. Also, both the phone and the TV would have to be on the same WiFi network using the same SSID (also the same bands ie both needs to be on 2.4GHz or 5Ghz bands if your router supports both). And while screen cast is active , he can't use hotspot or any other related WiFi activity.
