If powering using a phone or a PC which has a motherboard that is strictly enforcing a certain current limit, there is a chance that if too high of a load is placed on them, they will just turn the power off.
Also, for phones, the USB host mode typically waits for some kind of handshake before supplying its full power as well as continuing to output power, while ports designed to be a USB host 100% of the time, may just have have a constant 5V supply.

I think it sticks to the back your phone or case. You put your license or credit card in the slot.
