"unable to resume download" on ZTE 7

I keep getting a banner pop up at the bottom middle portion of the screen. It happens at various apps and places like the app drawer. It says "Unable to resume the download. You need to restart the download". Any idea what this is about?

    It sounds like something that you were downloading that failed and is pausing until you cancel or try the download again. You could wipe the cache partition in recovery and clear the main storage cache in the storage settings and then reboot to see if it stops the message.

    Open your app drawer, and then open the download manager and see if anything is left in the "Downloading" list.

    I have the same problem
    I have zero files in the download folder as well as zero in the downloading folder.

    If I disable the download app it stops the problem.

    Any ideas to solve this?

    What device model are you using and what build number is on it?

    Clear app cache and app data for download manager app then reboot
